New York Declaration on Rohingya Rights and Protection

JOINT STATEMEMT: September 30, 2025

In observation of the UN General Assembly “High-Level Conference on the Situation of the Rohingya Muslims and Other Minorities in Myanmar”

Today, on this historic occasion, we, the Rohingya people, stand before the world with one voice.

For decades, we have endured genocide, apartheid, and life in exile. Our homeland, Arakan, has been burned, looted, and emptied of its people. Our mothers and daughters have borne unspeakable violations. Our youth have grown up in refugee camps without any hope or future.

Yet, despite every attempt to destroy us, we remain unbroken.

We declare to the world: We are Rohingya, Indigenous People of Arakan, Citizens of Burma.

We unite in our unshakable belief in human rights, justice, equality, freedom, and self-determination for our people in Burma.

We unite in our resolve to end the ongoing genocide and apartheid against our people in our ancestral homeland, Arakan.

We unite in our solidarity with our fellow ethnic brothers and sisters, and all other people of Burma, in our resistance against all forms of discrimination, racism, persecution, and oppression.

We unite in our demand for a right to return to an Arakan or Burma with safety, dignity, and restoration of our rights.

We unite in our hope for peace, coexistence, and equality in a free, democratic, and inclusive Burma.

We reject a future under tyranny, denial, or exclusion.

Therefore, we, the Rohingya, call upon the world to act with urgency and resolve for our people.


We call for the international protection of our people from the ongoing genocide and apartheid in Arakan.

We call for unrestricted humanitarian aid to be delivered to our people and all other communities in Arakan.

We call for the over one million of our people left as refugees to be treated with respect and dignity, and guaranteed resources for self-reliance and empowerment.

We call for justice and accountability to be delivered to our people as a fundamental step to ending all forms of impunity in Burma.

We call for the restoration of our identity as an indigenous people of Arakan and an ethnic group of Burma.

We call for the immediate restoration of our land, property, equal political rights as our fellow people of Burma, and right to self-determination.

We call for an inclusive dialogue between all stakeholders to ensure peace, equality, and a shared future for every community in Arakan.

We call for the meaningful inclusion of our people in all discussions, mechanisms, and decisions that may affect our lives and future.

We call for peaceful coexistence and equality in Arakan and across Burma, where our people and our diverse neighbors can – once again – live and build our common future as one.

We have been silenced, but today we speak.
We have been displaced, but we will return.
We have been denied justice, but we will not surrender our demand for it.

Let this historic moment be the turning point when the world chooses to stand with the Rohingya in solidarity and action.
